What is the Blue Essence Store in LoL?

When will the next LoL Blue Essence Store be in 2023?

Why did Riot disable the Emporium in 2022?
LoL’s last Blue Essence Store was in mid-2022; since then she has not returned to the game. Riot explained that it required a lot of effort from the development team to work, which could cause delays in events, quests, and other things.
